Kostadinov, Yavor A.2026-09-02"From Closed Doors to Algorithmic Shadows: AI and the Epistemological Challenges of International Relations"EISA PEC 2026, Lisbon, Portugal
Abstract
In international relations the decisions that matter most in security politics happen behind closed doors and leave no direct trace. Generative AI was expected to narrow that gap. This paper shows it deepens it instead. The paper introduces the algorithmic shadow – an epistemic obstruction interposed between researcher and evidence, whose fluent output functions as a cost-free signal of certainty rather than an index of verifiable grounds. The argument is operationalized through the signals and indices distinction and evaluated against established criteria for a genuine explanation. Sixteen frontier language models are scored against a six-condition protocol pairing a resolved historical case with a live, unresolved one, then administered a second, meta-epistemic protocol asking whether they recognize their own contribution to this opacity. Models overwhelmingly collapse signal into index, treating a still-reversible legislative process as an already-sunk commitment. This collapse is systemic and co-occurs with near-total failure to resist hindsight leakage and a documented tendency for fluency to outpace truth-tracking. When asked to reflect on this, models comply fluently but none can isolate their own specific failure mechanism from within a structurally opaque process. The paper extends the signals and indices framework, developed for

state behavior, into AI epistemology, and demonstrates empirically that model self-report is not self- authenticating. It argues that AI literacy must mean externally verified skepticism toward a model’s

confidence, not deference to it. Keywords: Epistemology of International Relations, Large Language Model, Algorithmic Shadow, Signaling Theory, AI Literacy

Abstract
This article advances a constructivist, relational framework for understanding how states seek to weaken alliance cohesion through relational mechanisms of social control. It introduces the concept of strategic de-socialization, defined as the deliberate effort to prevent, constrain, or dismantle an actor’s embeddedness within a rival normative network. Departing from materialist accounts of how alliances can be divided through coercion and inducement, this study foregrounds the mechanisms through which states exercise social control over recognition and engagement. The paper theorizes three interrelated mechanisms of strategic de-socialization: relational gatekeeping (status and access control), relational disruption (trust erosion), and relational unbinding (dissolution of identity traits) in alliances. Empirically, the paper demonstrates how the divider (PRC, China), combines these tactics to constrain the target’s (ROC, Taiwan) integration within the principal ally’s (US) normative order. The study contributes to International Relations theory by conceptualizing strategic de-socialization as a distinct form of competitive statecraft, one that operates through the selective governance of relational boundaries. Kostadinov, Yavor A.2025-11-14"Exploring the Impact of Taiwanese State and Non-State Social Media Actors on Public Opinion Through Short-Form Videos"Taiwan Association of International Relations, Tunghai University
Abstract
This study investigates the use and impact of short-form videos from Taiwan’s Ministry of Foreign Affairs (MOFA) and independent social media influencers (SMIs) on public opinion in Bulgaria. Using an experimental design, stratified sample of participants are shown two sets of short videos - one with short-videos produced by MOFA’s official social media accounts and another produced by independent SMIs - on platforms they regularly use, such as Instagram Reels and YouTube Shorts. After viewing, participants complete a survey assessing their perceptions of the content’s credibility, authenticity, attractiveness, expertise, as well as its relevance to their personal interests. The study analyzes how source and content characteristics affect viewer impressions, offering insight into the dynamics of international media influence on public opinion of Taiwan. The study contributes to the field of digital public diplomacy and provides insights to state and non-state actors on the impacts of their virtual public influence efforts.
